Sorry, couldn't find the article online, but in today's Morning Call, Bill White ranked the bottom three local government bodies in 2006 and Nazareth Council finished 2nd.
The move that put Nazareth in the top three was the most recent closed meetings by the transition committee following the summer's closed meetings of the new building committee.
The decision by Councilman Bowers when forced to open the meetings to ban public comment gave Nazareth second, only to Lower Macungie who is missing $2.5 million.
The good news, White closes by writing:
"What I find positive is that residents are trying to get more involved in some of these communities - and in Nazareth, at least, it yielded some very encouraging results."
He closes with "More on that another time."

I believe Bill intends to tell his readers what an outstanding job you do on your blog, with your very heavy emphasis on all things Nazareth. If so, it is a compliment well-deserved.
