Act 1 Ballot Initiative

The Express-Times (read it here) has an article today outlining the Act 1 Ballot tax increase and property tax off-set for several school districts including Nazareth.

A full copy of the Ballot Initiative and some explanation about Act 1 is available here.

Act 1 is an attempt to first shift from property to income based tax for schools and second an attempt to slow/curb unchecked school spending.

Like any piece of legislation it is flawed, the biggest flaw is the "exemptions" which allow Districts to raise taxes far beyond their initial index rate. This year the state granted every request for an exemption. Read more about them here.

The election is next week, we should all be out voting on Act 1. What do you think? Should the EIT be increased with an off-set to property tax? Is this more fair for seniors and those on fixed income? Why should/n't people vote for Act 1?

The Express Times article of today (05/08/07) does not show the break even points of income/property taxes. The Morning Call article on the 3rd included a chart. I scanned it, you can view it here:

Ross - Please delete my post of 8:55am, sorry for posting a bad link.

A lot of history and information on how Act 1 came to be, stop by:

It strongly advocates defeating the referendum. Interesting reading, especially the tab "The Act 1 Farce"
