The Morning Call reports that a Lower Nazareth couple has run into a bureaucratic snafu regarding stray cats, one of which may be rabid (read it here).
The couple reported the strangely acting cat to Lower Nazareth Township, who indicated they did not have an Animal Control Officer, so they referred them to the Center for Animal Health & Welfare. The organization told them to contact the Colonial Regional Police. The Police noted they don't handle these issues and referred them back to the Center. I can only imagine the couple then called the newspaper out of frustration.
This isn't too odd a situation, so it would seem there would be some process to follow.

My dog was bit by another dog in Wilson, and I followed a similiar process. Eventually I called the State Police who gave me the number for the County Human Officer. Thats what I would suggest.
