Mass Alert System - Daytime Use - Mostly

As noted in the Council meeting report, the Express-Times has a post on the Mass Alert System and the fact that it will be sounded during the day and not at night while people are sleeping except in the case of a non-fire emergency (read the post here).

Not quite project creep, but the Mass Alert System had an initial cost, then after it was approved, there was a request to purchase a new pole to put it on. Now we expend more funds for an add-on. It would seem that all of these items should have been proposed initially and not 'in sequence'. And this is not to say the old system didn't need to be replaced, only that 'spending' was noted as a potential problem by Councilman Kopach and this may have been one area he was referring.
