NASD Bond Swap Disaster Coming?

The Morning Call has a feature article on the Bethlehem School District and its use of swaps (read it here). In the article it notes Nazareth has conducted swaps as well.
In the Lehigh Valley region, at least seven school districts -- Allentown, Parkland, Easton, Bangor, Quakertown, Souderton and Nazareth -- took on these risky loans.
A swap is described as follows in the article:
In 2003, Bear suggested a bond swap, which the state Legislature had made legal that year. The swap is a risky, unconventional transaction that involves a partnership with the banking industry.

The district would swap the construction bonds' fixed-rate interest, which never changes, for investment banks' adjustable weekly rates, which fluctuate. That way, the district could pay less in interest over the life of the bonds because short-term rates historically perform better than fixed rates of about 5 percent or higher.
And that the bond swaps, conducted by Bethlehem more than anyone else, has put the school in financial risk.
But now the debt from those projects threatens to crush taxpayers and diminish educational services because the swaps have gone sour in the mortgage crisis.
What is not known is to what extent Nazareth has engaged and how much risk/trouble we are now in. The article indicates that rising short-term rates have cost Bethlehem an extra $1M per month.

For a District that has borrowed nearly up to its debt limit, the impact on education and taxpayers if they have engaged these loans to a significant extent could be disastrous.

Let's hope they have not.

I do not understand how we are hearing about a bad economy, possible bad debt and yet hidden in the paper today is a new hire for the NASD. The following was reported:

NAZARETH | The Nazareth Area School Board on Saturday voted to hire Isabel Resende as the district's director of curriculum during a special meeting, Superintendent Victor Lesky said. She will earn an annual salary of $98,000, he said.

Resende comes to Nazareth Area School District from North Penn School District in Montgomery County, Pa., Lesky said. She replaces Tracy Smith, who left Nazareth Area for a position at Parkland School District, he said.

Resende's start date is to be determined, Lesky said.

we might soon need some of that bailout money. its gotten to the point now where its actually become somewhat humorous. if you dont laugh at these clowns, your gonna cry.

According to the district web site they also have an Assistant to the Superintendent, Michael Roth. When was he hired and what is his salary? If the new Director of Curriculum makes $98,000, wouldn't he make even more? A lot of new hires recently that no one seems to know anything about, and they're advertising for another Assistant Superintendent!

Is no one else troubled by the fact that this vote was held during a "special meeting", which happened to occur over the weekend when we the people who will ultimately foot the bill are unaware of it?

It appears that this is happening way to often where things are sprung on as at either the last minute or after the fact.

Is there no accountability in this district? Aren't these people supposed to work for us?

I am getting the feeling that they think we work for them and they want us to sit down and shut up.

NASD could have bigger problems coming...

I could be wrong, but I thought that NASD has not secured the final $24-25M in financing for completion of the middle school and the *ahem* "culvert project (e.g. road).

I wonder what rate we're being offered on that....
