NASD Admin - New Contract to be Approved?

Another Change Order:

There is another change order to the stadium project (the third I believe - view notes from agenda on first two here). The total increase due to change orders on the project is now at roughly $200,000. This one is identified as follows:
Approve a Change Order to the contract awarded to Grace Industries for the parking expansion project at the Nazareth Area High School, for a total cost of $62,400.00.
What I don't understand is why these are change orders and not either included in the original scope of work or approved as a new project? It would seem they knew they would need to do this since they were taking all the parking away at Mitchell Avenue, yet it was not included in the original project plan.

New Administrators Contract to be Approved:

In reading the minutes for tonight's School Board meeting I came across this entry:
Approve the Act 93 Management Agreement for the years 2007-2008 through
2011-2012, as presented in a document previously presented to the Board, and
which becomes part of this resolution through reference.
My recollection and the way this reads, would seem to indicate that the Board has negotiated successfully a new contract with the Administrative team members covered under Act 93, which would include Asst. Superintendents, Principals, Vice-Principals and pretty much everyone not covered by the teachers or support-services contracts.

I'm somewhat surprised because this is the first I heard of it and there seemed to be such a hard stance with the NAEA resulting in a threatened strike and year of discussion.

If this is what I think, it would be interesting to learn what the terms of this agreement are especially in comparison to what the teachers received after such a difficult year of negotiations. During the teachers' contract talks there was information posted online detailing the offers, comparative salaries, etc. I'd be interested in seeing the same especially in light of the school district rankings released by PBT and posted here over the weekend - before it is voted on and approved.
