Borough Council Business Meeting 7-10-06

Following the outdoor rally (read more here) and the period of public comment (read more here) the Nazareth Borough Council held its monthly business meeting.

The meeting began at 8:50 p.m. following the nearly two hour public comment period.

There was no emergency management report and the Council approved the Ambulance Report.

Both the position of Historian and Arts Commission were ammended to allow for residents beyond the borough but within the school district area to participate. There was also a resolution to allow IU 20 to use the pool with fees paid for time and lifeguard expense.

The resolution to call for the termination of the expansion to current Council chambers was then voted on and was defeated 5-4 (read more).

Following the vote the public audience, which I counted to be over 100 was reduced to about 30.

It was announced that the summer recreation program was going good.

Council was again asked if anyone was interested in serving on the Main Street Board of Directors and no one volunteered so Councilwoman Werner offered to volunteer herself in order to have representation on the body.

Councilman Herbst announced the Skate Park Meeting would be announced and a resolution directing the engineer to move forward by developing a plan for the dog park was approved.

Councilman Samus made a resolution to advertise an opening on the Shade Tree Commission due to a resignation because the individual was moving out of the borough.

Councilman Bowers presented the fire report and it was approved. He also made a motion to make a donation of $750.00 to Vigilance Hose Company to offset costs incurred by Nazareth Day.

Councilman Stoudt made a motion that was approved and then ammended immediately afterward directing the engineer to place ads for two police cars to sell using sealed bid method. Councilman Kopach questioned why if it were a sale would it go through the engineer. As a result it was changed to the council secretary.

Councilman Kopach made the highway report, which was approved. He also made a motion to have the secretary place an advertisement to sell equipment in a sealed bid.

He also requested that a letter be sent to PNC Bank regarding their property's curb problem.

Mayor Keller's report noted that there were 20 accidents, 50 traffic violations, and 42 crimes including 16 thefts, 13 criminal mischief, 4 harassment by communication, and 1 DUI, Rape, Disorderly Conduct, ID Theft, Simple Assault, Act 64 (drug violation), and Terroristic Threat.

Following his police report, Councilwoman Werner asked the Mayor for his position on the building proposal - Did he want it built here? He failed to answer her directly stating his interested and concern was with the health and well being of the workers. He went on to say that he hoped the course of action that will be taken will be good for them.

Werner asked again - do you want a building on this site? He said he already answered. After more prodding he stated that he was letting the committee do their work - that's my answer.

A question from the workshop regarding trash collection was discussed and the answer was simply that high turnover and summer vacation was resulting in some problems with collection, but not significant.

Finally, Councilman Davis raised a concern with a resident near his home who was pulling heavy objects in the street. It was noted by one member of council that it was like the strongman competition. Discussion was held as to whether this could be done on the street or sidewalks.
