Vendors for Mini Relay For Life

Vendors are still being sought for the Mini Relay for Life, please see the note sent by the Chamber of Commerce today:

We are still looking for vendors for the Mini Relay For Life   April 24, 2010 at Nazareth Area High School’s Andrew S. Leh Stadium from 1pm to 7pm.

There is a simple vendor application that needs to be completed and the vendor fee.

This year we are very fortunate to have CAT country  96.1  doing a live remote broadcast from the event.  The added exposure would be great for your business while supporting a great cause.

Boro Council Meeting 4/5/10

Thanks to Becky Butz for taking notes at Monday’s Council Meeting and forwarding them along.  To follow-up on the earlier post about break-ins, apparently there have been about/over 100 reported in the past several weeks/months.

The regular Borough Council meeting was held on Monday, April 5th at 7 pm.

The meeting opened with a hearing.  William Culver of S Green Street requested a hearing before the Council in regard to his wood-burning boiler.  He did receive the proper permit and his boiler did pass inspection, however, many nearby residents have complained about the smoke and the smell.  There have been several fire calls and police calls about the smoke.  The boiler does meet building code, however, it does not meet the property maintenance code nor the nuisance codes.  Neighbors testified to the smoke hanging heavy in the air and the smell permeates the homes. Council will take the matter under advisement and announce their decision next month.

Other residents (Gerry and Louise Weiss and Chris Abel) attended to discuss a fire at the Weiss home in December.  The other half of the Weiss home sustained extensive damage: there was no clean-up of the debris and work to restore that half was delayed for over 2 1/2 months.  The extensive repair work to the Weiss half was delayed because of the lack on action on the other half.  The Weiss's suggested that Council have as ordinance in place stating a time table for clean up and repairs.  The matter was referred to the Law Committee.

Kevin Riechel, representing his family from the Reichel Funeral Homes, attended to praise the work on the walking trails at the Essroc Park at the west end of the Borough.  To continue the work, Kevin presented the Nazareth Borough with a check for $5,000!  Thank you Reichel Family!!

There was discussion on the recent break-ins in the Borough ( approximately 100 incidents in the last few months), and surrounding areas.  Of particular importance was the lack of press coverage. It was felt that if people know about the break-ins, they might be more vigilant.  Chief Trachta reported that the Express Times calls his office every day and he gives them the information, but it seldom appears in print.  The reporter says it's up to the editor what goes in the paper and apparently our news is being cut.  Since this has happened numerous times, the Mayor will call the newspaper to talk to the editor to see why and what can be done.  In the mean time, it was decide to run an ad in The Key to inform the residents of the break-ins, to be more vigilant, and to report anything suspicious to the police.

In response to a resident's question, Chief Trachta announced there is no longer a Block Watch committee and the Police Community Meetings have been discontinued for the time being.

Police - Motion made and passed to hire Lisa Kimble as the Borough's full time Police Administrative Assistant.

Cynthia Werner, chairperson of the Economic Development committee announced that plans are in place to make the pool "more financially stable".  Some jobs have been eliminated to save money and to bring staffing under control.

Motion was made and passed to accept the following Pool rates for the 2010 summer season.  Weekday daily passes are $6.00 for adults, $5.00 for senior citizens and juniors under 18, while children under the age of 5 are admitted "free".  On weekends, daily passes are $7.00 for adults and $6.00 for seniors and juniors.  Season pass rates for Nazareth Area School District residents are as follows:  all family passes are $134.00; adult single rate is $60.00; junior single rate is $45.00; and senior citizen rate is $45.00.  Family passes include 2 adults and 2 children and there is a charge of $10.00 per child over the stated limit of 4 family members.                                    

Motion was made and passed to approve the following rates for the Summer Recreation Program: each child will pay $75.00 for the program or $60.00 if they hold a family season pool pass.  For families with more than one child in the recreation program, the second and each subsequent child will be charged $50.00 or $40.00 if the family has a family season pool pass.

Jack Herbst - Law Committee = Motion voted on and passed on an ordinance altering parking on Broad Street in the vicinity of Copiers, Inc.

No parking for 89 feet on Broad Street from the corner of E Center Street going south.

Charlie Donello - Ecology = Motion to hire Paul Carmanski as a part-time employee for the Borough's Yard Waste Facility.

Motion to nominate Becky Butz to the Shade Tree Commission to fill the unexpired term of Patty Daugherty which ends on December 31, 2011

Rev William Matz - Finance = Motion made and passed to accept the recommendation of the Finance Committee for the refinancing of the Capital Projects borrowing from 2004.  The recommendation is to proceed with a 20 year fixed rate mortgage type borrowing and for a total not to exceed $2138,000.

Mayor Fred Daugherty suggested that more discussion is needed on the issue of a curfew in Nazareth so we can get a handle on crime.  Most of the problems occur between 12 midnight and 4 am and according to Chief Trachta, they are juvenile related.

Monthly Police Report:  69 crimes; follow-up investigations - 11; traffic tickets - 58; warnings issued - 35; traffic accidents

Borough Pool Rates

The Express-Times has an article from Monday’s Council meeting focused on the new Borough Pool Rates (read the article here).

The new pool plan was the major point of discussion at last week’s workshop meeting. The new plan was approved by a 6-3 vote and from the article (I didn’t attend the meeting, only the workshop) it appears those that voted against it did so primarily because they felt it wasn’t fair to borough residents that non-borough residents were being charged the same fees.

The charge given the Committee, based on the discussion during workshop, was to devise a plan to cut or eliminate the losses at the pool, which were $28,000 last year.

The plan had a few primary components – cut costs by freezing salaries and reducing staff and increase revenue by implementing a community rate, wherein residents of the Nazareth School District could purchase a pass for the same rate.

I don’t anticipate other municipalities to make a donation to the pool in light of the rate change, but I do think given the losses, the plan to reduce the deficit is needed. After the 2010 season is over, the Committee can see what impact the community rate had and they will then have the right information to make a decision on keeping it or going back to the tiered rate structure.

Nazareth Borough Council

Last Thursday night, Borough Council held their monthly Workshop meeting in advance of tonight’s Meeting (begins at 7:00 p.m. in Council Chambers located at Church and Center Streets).

I was able to stay for the first hour and here is a rundown of what was discussed:

·         Jack Herbst was absent all other Council people were in attendance

·         Highway materials bids and then equipment bids were opened and recorded

o   A question was asked where the bids were announced, the answer was only the Bath Home News

o   The borough has decided to save costs it would only advertise in this publication, despite the fact that residents receive the US and the Key for Free and that many receive either the Express-Times or the Morning Call, but not the Home News

·         John Meckes, new President of Insomniak Theatre, introduced himself and his Board and gave a brief overview of the work they were trying to do at the theatre.  They also noted they would not be using the Park this year as the logistics were very challenging for their group.  Finally, they asked if there was any funding mechanism or process/organization within the Borough to help coordinate fundraising for the various organizations operating in the Borough. Mayor Fred Daugherty suggested they speak with myself, Ross Nunamaker, due to my role as Business Manager for the Center for the Arts to see what opportunities may exist and to attend the Center’s Board meeting to gain a better understanding of what they are doing.

·         Question regarding the street sweeper purchase including if it was budgeted for, which it was not. They did compare the price of purchase vs. a rental and the $185,000 over six years was better value than renting. The money this year will come from the Ecology Fund which has had funds for several year that were not used. There are roughly 27 miles of streets in the borough and the sweeper will go on all of them. The primary purpose is to keep cinder, stone, and other items from being washed into the storm drain system, which can cause damage and be very costly.

·         Recycling area is now open, question arose if one owns property in the borough, but resides outside the borough, how can they use it? The Borough now has a list of property owners, so in that case, bring your license and they will confirm you have property

·         Question regarding plaques for two memorial trees that had been planted, but the plaques were not yet placed. The Borough apologized and noted there had a delay getting them from the engraver, but they did arrive in the office and would be placed.

·         I requested some time in the beginning of the next workshop to provide Council with an update on the Center for the Arts. The Center’s Commission is a Commission of the Borough and at our Board meeting the week before it was determined that a quarterly update was important.

That ended the Community Comment portion of the agenda. The Council Committee Chairs were then asked what they would have on the agenda, or needed to discuss:

·         Larry Stoudt requested an executive session for personnel, and Dan Chiavaroli added he needed one as well

·         Stoudt noted the Police Chief would like to purchase vests for 32 hour officers, he will be making a motion to approve the purchase of 3 vests and each officer will pay back $10 every two weeks (each vest is roughly $500 and vest will be paid off in three years)

·         Stoudt also noted that the Chief discussed cameras for the Park and potentially some other areas, but there were no details and said it required further discussion

·         Frank Maurek noted property use approvals of 6/11 and 12 by the Rotary of the Circle and August 28 and 29 of the Park for a Strong Man competition

·         Maurek said he was not pleased with the amount of trash in the areas of the Skate Park, Basketball, and Tennis Courts at the Park. He felt that fines should be imposed and that if people want to use these facilities they should do a better job of keeping them clean.

·         There was also a discussion regarding outsourcing of grass cutting, which didn’t have a resolution.

·         Charles Donello reported for Law noting there would be a No Parking Ordinance and Fire Ordinance required

·         Cindy Werner addressed the Pool and plan that was developed in response to Council asking the committee to develop a plan to reduce losses and potentially provide a revenue. The Committee received help from YMCA Director Frank Frey. Due to the many fixed costs affiliated with the pool in the form of maintenance, the primary means of cutting expenses is to reduce staff and salaries. Additionally, the length of the season was adjusted so that the pool will open Memorial Day Weekend and operate on Saturday and Sunday until school is out. To encourage more attendance, the pool will try a month or two of free Wi-fi so parents bringing children can have internet access. Also, instead of a borough and non-borough rate, there will instead be a community rate provided to all individuals living within the NASD borders set at $6 an adult weekday and $7 on weekend and $6 and $5 per day for children and seniors. The family rate is $134 (this includes 2 adults and 2 children with an additional fee for each additional child). In providing the community rate, the Committee will make a request from each borough and municipality to make a donation to the pool.

·         There was a very long discussion on this item, during which I had to leave.

Nazareth Residents: Break-ins Continue

Got a note from a reader in the borough who last week had personally
experienced having their garage broken into. They live in the West end near
the five points intersection.

Their break-in took place on Tuesday evening, they made the police report
and learned there were a very large number of break-ins of both automobiles
and garages. And that there were more on Wednesday night.

If you see anything call police, try to leave outdoor lights on, and let's
all hope that a few of these people get caught and made pretty good examples
of or it is only going to get worse heading into summer.

Also, there is a Borough Council meeting tonight, would be a good place to
ask questions if you are concerned about what is happening and what is being
done to prevent it.

Weekly Blogosphere Round-Up

Happy Easter!  The weather has been tremendous for the holiday this year and like many others, we’ve tried to be outside as much as possible.  Had fun on Friday going to Oakland Valley Race Park, a Kart track, and having my first experience at a track and in a kart intended to race as opposed to “amusement/entertainment”. Saturday was all outdoor work, even got the lawn mower out, blade sharpened, and grass cut. Today, Sunday School, Church, and a big family lunch. Am sure we’ll sit out on the deck tonight and enjoy the weather! Hope everyone has a great day!

Andy’s Fan Page – has schedules for PCN, Big Ten Network, and the 2010 Nazareth High School Football team.  Andy also has some posts from other sources including NOC (thanks for sharing the news with your audience Andy).

Breakfast in the Valley has been taking a break last posting in January, hope all is well with them and with the weather getting nicer we’ll see some new reviews in the near future.

Center for the Arts announced its April Gallery artist is James DePietro, whose work will be on display throughout the month.  Gallery hours are Tuesday and Saturday from 1:00 p.m. to 4:00 p.m. and on the evening of performances.

Clonehenge has a ginger henge, but the show stopper is the pastel colored Peep Henge.

The Yellow House (formerly House to Home) has an Easter post showcasing a few of the basic decorations featuring eggs and bunnies, the announcement that the powder room is nearly finished, and a post on how ‘we’ spend our time, which I think more than a few of us can relate to (I love ‘unplugged’ days too!)

Steaming Cup has been busy with posts on healthcare bill, what NJ residents think about PA commuters, a special thank you and a post on comments made on Web sites. This last post drew 20+ comments discussing the good and bad of using anonymous names when posting.

Lehigh Valley Ramblings has plenty of political coverage including some election ballot challenges and local Tea Party news.

Lower Nazareth Citizen’s Forum has not posted for close to a year, guess it is probably time to take it off the list. The site stopped being updated about the time LNT launched its new Web site.

Maker Diaries is back with a post on the development of an entry for this year’s Adult Soap Box Derby race in Nazareth.

Nazareth Daily News continues to highlight articles from the media related to the Nazareth area and the site has added Google Ads and a poll, which currently asks if you’ve filled out the Census.

Tatamy Happenings had a reminder to fill out your Census information along with information regarding borough street sweeping.

Weird Nazareth’s last post was on the woman who tried to break into her home following a domestic dispute by burning the screen. Also noticed the banner includes a soap box car, guess someone’s excited about the upcoming derby!

World of Patrice has a post featuring an image of the week, an announcement regarding a showing of her work, and the winner of her contest that was announced here previously.

Keller Road Bridge

The Express-Times reports that Bushkill Twp officials are proceeding to assess solutions to the bridge that was damaged on Keller Road in 2004 and have committed up to $10,000 to do so (read the article here).  Early estimates are that the work will cost $150,000.

Arndt Named Coach of the Year

Congratulations to Nazareth’s Joe Arndt for being named Morning Call Basketball Coach of the Year (read the article here).  Arndt coached the Blue Eagles to their first  state tournament since 1982 and the team finished 20-7.

Stepdancer in World Championships

The Morning Call reports that a group of stepdancers from the Lehigh Valley, including Nazareth resident Jessica Vent, are competing in the World Irish Dance Championships in Glasgow, Scotland (read the article here). To qualify, the dancers had to place high enough in state and national events.

Mitch's Market Robbed

The Express-Times reports that Mitch’s Market was robbed on Wednesday evening at 8:03 p.m. (read the article here).

The 18 year old man stole $55, was caught, and “was charged with two counts of robbery, one court of terroristic threats, one count of theft and a count of possessing an instrument of crime. He was released on $10,000 unsecured bail, police said.”
